Lien Act reform remains at top of agenda for Council of Ontario Construction Associations
Updating the Construction Lien Act and securing across-the-board WSIB coverage in the industry remain front and centre on the agenda at the Council of Ontario Construction Associations (COCA).
President David Frame told the association’s recent AGM that COCA is well positioned to move forward on both fronts in the wake of the re-election of the Liberal government.
“Look for a lot of work out of COCA in the next year on both of these issues,” Frame told association representatives.
He said COCA has been struggling with the issue of lien act revisions for the last six years or so.
Its lien act committee has been charged with developing a consensus on needed amendments and submitting reform proposals to the government.
“The industry has clearly told us now is the time to get the job finished,” Frame said.
The legislation came into effect in 1990 and there have been no substantive revisions since then.
The appointment of a new labour minister, Brad Duguid, presents a renewed opportunity to pursue legislation requiring that all independent operators in the industry have mandatory coverage under the Workplace Safety and Insurance Act.
